Washougal man is arrested for indecent exposure

A 22-year-old man is facing three counts of indecent exposure involving minors younger than 14.

Pavel Rybak, of Washougal, was arrested Tuesday, at approximately 6:30 p.m., by Washougal Police Officer Dan McPherson and Det. Kate Tierney, at Rybak’s home, on the 1400 block of “G” St.

Indecent exposure is a gross misdemeanor.

Tierney said three female minors told one of their mothers they had seen a man masturbating as he drove by them in a white car Monday, sometime between 3:30 and 4:30 p.m., on the 700 block of “E” Street, in Washougal.

“One of the girls used her cell phone to record the vehicle as it passed them the third time,” Tierney said.

“One of the mothers came into the police department to report the incident the next morning,” she added. “With the license plate provided, we were able to locate the owner.”
