A Vancouver man has been charged with felony hit and run relating to a bizarre incident that occurred on Highway 14 in Washougal over the weekend that left one man dead.

Russell H. Amon, 29, was arrested on Monday by Washington State Patrol detectives and booked into the Clark County Jail.

According to witnesses, at approximately 3 p.m., Saturday, a champagne colored newer model Mercedes-Benz convertible was traveling east on Highway 14 at mile post 18 as it attempted to pass another vehicle in the oncoming lane. A passenger sitting on the rear deck of the convertible then fell into the roadway, and was later pronounced dead at the scene. The vehicle did not stop.

The deceased man was identified on Sunday by the Clark County Medical Examiner’s Office as 34-year-old Jose C. Gonzalez-Ramirez of Vancouver.

Police believe alcohol was a factor in the incident, which remains under investigation.
