2 men arrested in Washougal police child exploitation sting

A Clark County Superior Court judge ordered two Oregon men be held on $20,000 bail each after they were caught in a child exploitation sting by Washougal police.

Ryan Culbert, 32, of Hillsboro, Ore., and William Galeana Yovis, 25, of Beaverton, Ore., appeared Monday in court on allegations of attempted rape of a child and commercial sex abuse of a minor. Culbert is also accused of sexual exploitation of a minor.

Judge Derek Vanderwood granted the defense’s bail request but said the prosecution’s request that the men be barred from accessing the internet and contacting minors was justified. Vanderwood granted an exception for Culbert for his daughter.

Culbert and Galeana Yovis are scheduled to be arraigned Friday.

Washougal police working undercover posted an ad on a website known for prostitution under the persona of a “bad mom” soliciting two decoy children, a 13-year-old boy and 11-year-old-girl. Images used on the site hid their faces with emojis, according to court records.

On July 23, Galeana Yovis reached out about the ad. Although he initially said he was not interested in the children, he eventually asked for a photo of the girl. After agreeing to meet at a location in Washougal, Galeana Yovis was arrested Sunday with $250 cash in his possession, court records state.

Culbert responded to the ad Friday. Undercover officers told him the listing was for two children, and he responded with immediate interest in the girl, according to court records.

Culbert asked for a time to meet at a hotel room, where he planned to have intercourse with the girl. He also asked if he could give methamphetamine to the girl while they watched pornography, according to court records.

After agreeing to meet at a location in Washougal, Culbert was arrested by investigators Saturday with $500 cash in his possession, as well as a bottle of lubricant and condoms, court records state.
