The owner of a Camas-based surrogacy agency, her spouse and her business manager have been indicted by a federal grand jury on charges of wire fraud and conspiracy to commit wire fraud.

Megan Hall-Greenberg, 49, and Jeffrey Greenberg, 45, of Washougal, and Heather Morgan, 47, of Camas, allegedly conspired to misappropriate millions of dollars of funds from Camas-based Surro Connections, which abruptly shut its doors last December. Employees told intended parents and surrogates that the agency had closed and the whereabouts of its funds were unknown after Hall-Greenberg, the owner, sent an email saying the organization had undergone significant financial challenges that required the business to close.
